Production of cyber intelligence applied to combating cybercrime and cyberterrorism. INCC monitors trends, maps threat actors, analyses the modus operandi of digital criminal groups and structures technical knowledge to support qualified responses across the public and private sectors.
The intelligence produced by INCC feeds diagnostics, studies, sectoral bulletins and guides the Institute's other areas of action.
PUBLIC–PRIVATE ARTICULATION
Our work recognizes that combating cybercrime requires continuous cooperation between government, the private sector, academia and civil society. INCC operates as a bridge and a facilitator of dialogue across these worlds, designing common agendas and promoting coordinated solutions.
We articulate business federations, sector associations, State authorities and civil-society organizations around strategic national priorities for Brazil.
MOBILIZATION & CONSENSUS
We work to build institutional consensus around foundational agendas: legislative priorities, regulatory frameworks, public policies, technical standards and national priorities in cybersecurity.
Through technical meetings, hearings, multistakeholder forums and comparative studies, we mobilize key actors so Brazil can advance cohesively in addressing cybercrime.
RESULTS TRACKING
INCC adopts a culture of systematic results monitoring. We assess the effectiveness of policies, projects and initiatives — our own and our partners' — based on technical indicators, public data and qualitative metrics.

TECHNICAL SUPPORT
We provide qualified technical support to authorities, public officials and partner institutions. Our team translates technical complexity into actionable recommendations for decision-makers across the Executive, Legislative and Judiciary branches.
INCC's technical support includes advisory on draft legislation, support to strategic investigations, contributions to public policy and capacity-building of institutional teams.
