Commitment to Humanitarian Law and International Humanitarian Law

The National Institute for Combating Cybercrime (INCC) conducts its work guided by strong moral values and a non-negotiable commitment to legality, ethics and the protection of human dignity in all its dimensions.

We acknowledge that activity in the fields of cybersecurity, intelligence and counterintelligence demands not only technical and operational capability but, above all, moral responsibility and adherence to universal principles that govern relations among States, institutions and individuals.

In this context, INCC expressly declares its respect for and alignment with the foundations of Humanitarian Law and International Humanitarian Law, recognizing them as essential pillars for limiting the effects of conflicts, including in hybrid and digital environments.

We reaffirm our commitment to the principles enshrined in the Geneva Conventions, particularly those concerning the protection of life, physical integrity and the dignity of persons, as well as the standards established in the Hague Conventions, which guide the responsible conduct of operations and limit the means and methods of action.

INCC understands that, even when facing complex, asymmetric and constantly evolving threats — such as those present in cyberspace — there is no room for relativizing fundamental principles. Legality, proportionality, necessity, distinction and humanity must guide every institutional action, decision and strategy.

We therefore act with the conviction that combating cybercrime and digital threats must be carried out within the highest ethical and legal standards, contributing to a safe, stable and rights-respecting environment, both nationally and internationally.

More than a formal directive, this commitment is part of INCC's institutional identity, reflecting our responsibility to society, to institutions and to the international community.
